As part of the development of its Parks and Green Spaces Master Plan, the City of Saint-Jérôme mandated Opaysage to create a comprehensive portrait of its park network and define a vision for its evolution over the next ten years. The goal is to provide the municipality with a clear and flexible planning tool to guide decisions on the development, improvement, and management of these essential urban spaces.

The analysis of the existing network assessed the distribution, accessibility, and quality of parks across the city, taking into account residents’ proximity to nature in every neighborhood. The study highlights the strengths of the current network as well as areas where the offer should be strengthened or expanded, considering projected population growth and the orientations of the City’s new urban plan. It also integrates contemporary green infrastructure planning principles, including the 3-30-300 rule, ensuring that every resident can enjoy nature within 300 meters of their home and fostering greener, more resilient neighborhoods.

Based on this assessment, the master plan outlines a structured vision for the park network and identifies priority interventions, from the creation of new parks to the enhancement of existing spaces and the improvement of accessibility and programming. Recommendations also address major environmental challenges, such as biodiversity loss, urban heat islands, and stormwater management.

Supported by a ten-year action plan and financial framework, the PGSMP provides a clear roadmap to strengthen the park network and support the development of more resilient, inclusive, and nature-rich urban environments.
